Future Stability of Muslim Mindanao

Last 19 March, the BCCP held a small Business Breakfast where we have invited Thomas Phipps of the British Embassy Manila to speak about the Bangsamoro Peace Process and its effect on the rest of the Mindanao region.

Members and guests were gathered in a casual round table discussion on the British Embassy’s perspective on the Mindanao Peace Process including the Comprehensive Agreement on the Bangsamoro, the Bangsamoro Basic Law, as well as the implications following Mamasapano.

Thomas Phipps is Second Secretary for Political and Security affairs at the British Embassy in Manila.  Since early 2012 he has represented the UK in the International Contact Group (ICG) providing direct support to formal negotiations between the Philippine government and Moro Islamic Liberation Front (MILF).  In addition to his role in the ICG, Thomas sits on the Consultative Committee of a UN/World Bank fund that provides assistance to the Philippine government and MILF in building capacity to address key issues of governance, justice and security ahead of the establishment of a new Bangsamoro devolved government.   Prior to joining the FCO Thomas worked in the private sector and in think-tanks in London and Sydney.  He holds a Masters in International Studies from the University of Sydney.
