Cyber threat actors are states, groups, or individuals who, with malicious intent, aim to take advantage of vulnerabilities, low cyber security awareness, or technological developments to gain unauthorized access to information systems in order to access or otherwise affect victims’ data, devices, systems, and networks.

The dark web on the other hand is the part of the internet where users can access unindexed web content anonymously through a variety of encryption techniques. While the dark web is popularly associated with illegal activities, it is also used by the intelligence community, whistleblowers, media members and ordinary citizens whose communication may be monitored or restricted by the government.
